I'm wondering if Bella and other dogs who have been in shelters were traumatized by previous owners. Some folks are horrible to their pets - a former boss who volunteered with shelters used to tell me stories, as has a church member - who has adopted several cats and dogs, and fosters them. They forget that animals have feelings too.

My heart goes out to Bella, and I'm grateful that you kindly adopted her.
