I re-registered as "decline to state" a party. I've heard that non-partisan voters can vote in the Democratic primary. However, I received only a list of propositions in the mail. When I go to vote, should I ask for a Democratic ballot? I'm not sure how this works.

I don't know how it works, either. Call the county Elections Department and ask them.

Yes - apparently you have to request a ballot from the Registrar of Voters in advance or something. That's for Alameda County, but I'm sure SC County would be similar.
